Personal Assistance Services Reimbursement for Employment Program (PASREP)
How much assistance can I obtain?
At the time of an assessment of needs, income and family size is done to determine the amount of assistance. Utilizing an individual's resources in combination with the program, assistance does not exceed $1,000 each month.
Can I receive assistance from Department of Human Services, (DHS) Home Health, or Medicaid Waiver Program and PASREP?
Typically, as an individual begins working and their income increases, their eligibility for these programs will end. However, each situation is unique, based on the amount of need for personal assistance and income earned from employment.
Who employs my personal assistant?
If the participant hires an assistant privately, the participant becomes a Household Employer, as defined by the IRS. If the participant uses an agency, the agency is the employer.
Who pays my personal assistant?
As a Household Employer, the participant pays all employees and accepts responsibility or paying all required taxes. If the participant uses an agency, the agency takes care of payroll and taxes for their employees.This is a reimbursement program. The participant pays the employee or agency, then is reimbursed for those costs.
Are there income or asset restrictions?
Gross Household income (salaries, dividends, alimony, interest, SSI or SSDI, capital gains, etc.) of the individual and spouse or live-in significant other is looked at for financial qualification. Based on the application process and the financial formula, the participant may be required to pay the cost of personal assistance without paying the entire cost
What happens if I lose my job, or have to stop working for medical reasons?
The program allows for a month to month probationary period for a maximum of three months. Sometimes assistants quit and other transitional things occur. An individual has one to three months (depending on the situation) to regain eligibility status.
How do I apply?
Contact your area Center for Independent Living. A regional representative will meet with you, go through the application and assessment, plus answer any questions you may have. The application is submitted to the Ann Arbor CIL for final eligibility determination for the program.
